“The Illinois State Assessment 1999 Technical Manual”, ISBE, December (1999). Over the years, the ISBE has made changes
to the categorical cut scores, most notably in 2006 when it adjusted the 8th grade mathematics "below/meets" cutoff downwards.
In all of the analyses reported here we have made a statistical correction to put all the years of data on the same scale.
