This section provides an overview of the literature that describes attributes of effective teacher professional development. This literature, plus the district’s history of decentralization, shaped the district’s development and delivery of professional development focused on the select set of CMSI instructional materials. In addition, this section addresses Illinois state policies on teacher certification and content endorsements, and district policies and legal guidelines on professional development, such as those found in the Chicago Teachers Union contract.
